Bulgaria is introducing a National Framework for Quality in Early Childhood Education and Care, in line with the highest European standards, which aims to increase children’s access to preschool education, support staff development, and ensure a higher quality service that improves children’s outcomes, social inclusion, and good governance.
In 2025, a draft Regulation on Quality Management in Preschool and School Education was developed, providing the overall framework for this process.
